SOEA STRIKE (OIL UNION WORKERS) AGREEMENT

According to information learnt from media  SOEA unión worker strike,  has recently concluded.

Terminal, shippers, coast guard and other parts involved  are re scheduling & planning  vessels’ calls during the next few hours.

As for URGARA union, workers are still running the strike.

SOEA STRIKE (OIL UNION WORKERS) STRIKE FROM DEC 09TH 

SOEA (Oil Union Owrkers) has decided to commence a strike at San Lorenzo and Rosario port. The strike will commence today pm at the time of each change of shift depending on the Terminal as detailed below:

- Bunge Ramallo y San Lorenzo: 1700 hrs
- Cargill Punta Alvear y VGG: 1800 hrs
- Cofco: 2000 hrs
- LDC Lagos y Timbues: 1800 hrs
- Molinos: 2100 hrs
- Renova: 1900 hrs
- Terminal 6: 2200 hrs
- Vicentin: 2100 hrs

Tomorrow at 1600 hrs the Union will evaluate if the measure in forcé continues.

COVID-19: NEW HEALTH REGULATIONS FOR SHIPS CALLING AT ARGENTINE PORTS

We inform as regards the actual sanitary protocol, as a way to summarize the present situation, Sanitary authorities will determine that a vessel requires crew temperature to be taken at Zona Comun under the following circumstances:

- Bulk carrier vessels

- Transit navigation from previous port is less than 14 days

- If there has been a recent crew change in the previous port, also the following information/docs must be submitted

A. Crew changes Protocol (in foreign country), in order to analyze the isolation traceability of the last 14 days of each crew member prior to embarkation, it shall be considered the information that shall clearly determine if the isolation place used to comply with isolation during the 14 days prior to embarkation had any sanitary protection (existence of safe corridor) or if the crew member was exposed to the circulation of  the virus, certified by a professional from the company. 

B. Sworn Statement of all crew members that shall consider the traceability of the 14 days prior to embarkation by crew members or the time they have been ashore, with the following data referring to: 

      1. Isolation traceability 

          - usual place of residence, 

          - departures made, 

          - trips made, 

          - way of transfer to the port to fulfill functions and stops made, 

          - contacts, 

          - relieves performed and lapse of each stay, 

          - movements in ports of call before embarkation, 

       2. Symptoms 

           - if he/she has had symptoms related to COVID-19: 

              Fever (37,5 or higher) and one or more of the following symptoms (₂) o Cough or Odynophagia or Breathing difficulty or Newly occurring anosmia/dysgeusia 

        3. Medical history 

            - If he/she has performed studies in medical centers in the last 14 days before embarkation with previous symptoms, cause. 

            - If he/she has cared for a person diagnosed with COVID 19 and/or suspicious cases. 

            - If he/she has kept a non-distant close contact with a person diagnosed with COVID 19 and/or suspicious cases. 

            - If he/she has visited a person diagnosed with COVID 19 and/or suspicious cases. 

            - If he/she has traveled in any means of transport with a person diagnosed with COVID 19 and/or suspicious cases. 

            - If he/she lives with a person diagnosed with COVID 19 and/or suspicious case. 

C. Certificate issued by the health agent of the shipping company or health agency, signed by the person responsible of risk management or similar within the company that shall consider the variables of the protocol compliance referring to the risk findings that shall arise from sworn statements and crew changes (safe corridor for the fulfillment of social isolation of the crew member during the 14 days before embarkation, if the  person has been exposed to the circulation of the virus, usual place of residence, departures made, trips made, way of transfer to the port to fulfill functions and stops made, contacts, relieves performed and lapse of each stay, movements in ports of call before embarkation, if he/she has had symptoms related to COVID-19 and/or performed studies in medical centers in the last 14 days before embarkation (positive case, send   copy of such information), and if he/she has been in touch with people with the disease and/or suspicious cases). 

D. Extra documentation available on the crew members and/or vessel that shall allow to assess their risks, that shall be required by the health authority and that shall expand the sworn statement. 

Medical Attention:

Another relevant situation that is taking place is that if a crew member receives medical attention ashore, Migration Buenos Aires authorities grant the permition for port from Buenos Aires to San Lorenzo under the condition that when he returns to the vessel he remains on board as a passenger/not crew member, which can produce an inconvenience if the crew safe maning certificate is not fulfiled satisfactorily by this situation.

Based on the above described situation we strongly recommend that if possible all medical attentions are performed on board and that doctors take with them as much elements necessary and also medicinces based on the before hand diagnosis provided by the captain.
